Since Betza did not say that Chigorin is the inventor, and I did not find anything online saying that he is, it is likely that Chigorin was the inspiration for this game and not its inventor. Also, Betza is a prolific Chess variant inventor, and his best known game is Chess with Different Armies, which, like this game, is an unequal armies variant.
