For that's what they are, Pawns - the divergent piece that spread west to the Middle East and Europe, and east to Burma and Thailand, but not China. In all the countries using it in a fixed array they occupy every file and can form chains in which a less advanced Pawn can protect a more advanced one. Perhaps the person suggesting reducing them has been misled by the Chinese symbol.
