The USA side is awkward with an extra file with no pieces. How about Ministers chess vs Shogi? That would be interesting.
What if army of Chinese chess plays against Korean chess? Rooks, cannons, pawns and advisors of either player can move diagonally along diagonal lines of Korean general's palace, Korean cannons cannot leap over cannons of either side, but may capture Chinese cannons. Wich army would be stronger?
In original variant of this game Shogi have dropping, while Chess have no. Perhaps, better if playing with Gala chess, only Gala chess must have unusual rues, so answer is 'ignore it'. I think, there is no problem of 'forward' because pieces of same side are situated along same border of board. Galachess has a bigger board, but still has the problem of a corner orientation and so of what 'forward' means for Shogi generals on this orientation. Also, what you do about the complication of pieces changing their move when they cross to the cruciform section of the board? Would you ignore it, or have pieces flip to other pieces of the same national game, or have orthogonal moves flip to diagonal analogues and vice versa, or what?
I'm sorry, i made mistake: Farmers' chess is game for 2 players, not 4. I meant this game: http://www.chessvariants.org/historic.dir/gala.html This game have no problem of forward direction.
The problem with 4 Seasons with Xiang Qi and Shogi armies is fitting things in. My Pass Variants are 4-player corner versions of Xiang Qi and offshoots, but their boards are 10x10. A Shogi army would also have the issue of what forward would mean for the Gold and Silver, which can indeed cross the long diagonals.
In WWII Japan's enemy also was China. Probably game Shogi vs Xiang-qi will work better: Xian-qi and Shogi have same number of files. To involve Germany: Courier is not only German national chess. There are also Farmers' chess. This game is for 4 players, but it's good good: one team may have Farmers' chess and Shogi, another team may have Xian-qi and normal chess (meaning not only USA, but also European countries). Also, game Shogi vs chess may be better on 8x9 board (Shogi must have only 1 Gold general and 8 pawns).

In Shogi, the side that moves first is referred to as Black.
Your ambition to bring in Germany is probably inadvisable. Firstly the distinctively German variant is Courier, which has even more files than Shogi! Secondly World War 2 involved many more than three powers. Those bordering the North Sea were in it throughout but the rest had their exits and their entrances. It is also widely accepted that an inevitable consequence of the War was the end of the British Empire, which would be hard indeed to portray in Chess. Better perhaps to accept that this game represents only a part of a much larger conflict.
Awesome idea! However, the USA can bring one of their rooks into play a little too early; why not give them a ninth pawn (and possibly something to put behind it)?
