Not bad idea; those are other possible variants.
I think, this short-range cannon is more interesting: it moves without capturing as wazir, aptures as rookhopper (rookhopper moves as grasshopper, but only rookwise). Or simply moves as rookhopper if it's Korean. But in wich game it may be used? Maybe, in game, where short-range pieces promotes to long-range pieces? But sinilr games already exists. Maybe, in game, where pieces demotes? It's something more original, but such games also already exists. What about game, where new pieces can be made, but they are short-range if created not properly? I have one such game, i'll post it soon, but it's based on FIDE chess, it's rules will be complicated if i'll try to use them for Xiang-qi. Maybe simple FIDE chess with cannons (like Eurasian ches)?

The easiest way to implement the drop rule would be by playing with Shogi pieces. Did you consider more than one possibility for the short-range version of the Cannon? My own idea for short-range hopping pieces is that they move exactly two spaces, giving one intermediate cell which must be occupied when capturing - the Musket (hopping Dabbaba) and Spear (hopping Elephant) of my article The Heavy Brigade (http://www.chessvariants.org/piececlopedia.dir/heavy.html).
