Not quite. 20 times .45 is 9.0, but 19 times .5 is 9.5, thus you penalize
White more.

Your idea is interesting because it makes a subtle difference in the play
of the game, but perhaps the penalty should only apply during the first 10
moves and after that White accumulates at the normal rate.
