I downloaded the Wildebeest.zrf from chessvariants.org yesterday and discovered the line:

(loss-condition (White Black) (checkmated King))

So the stalemate victory rule in this game was not implemented by Zillions, which needs the additional line:

(loss-condition (White Black) stalemated )
