Something is not right on the "What's New?" page:

I'm not getting the same error. When I looked at the What's New Page, it was up-to-date. Also, whatsnew.php and mainquery.php were last both updated in April, and nothing in the index/ directory has been updated since Monday. I replied too soon. I see what you mean now. The content is up-to-date, but the indicator of the last update is not.

I've now fixed the problem. To calculate the time difference, it
calculated the time in seconds from formatted dates, and even though the two dates
were in the same format, it was treating them as though they were not.
Referring to documentation for mktime and the format used for the dates, I
made the proper corrections. I also made an optimization. Since all it
needed for the current date was the time in seconds, I commented out the
roundabout way it was getting the time from a formatted version of the
current time and just called time(). This gave the same results.
