In original variant of this game Shogi have dropping, while Chess have no.
Perhaps, better if playing with Gala chess, only Gala chess must have
unusual rues, so answer is 'ignore it'.
I think, there is no problem of 'forward' because pieces of same side are
situated along same border of board.

How about this setup:

Ro Kn Bi Ki Qu Ge Ad El XN Ch
Pa Pa Pa Pa Pa -- -- -- -- --
-- -- -- -- -- -- -- -- Ca --
-- -- -- -- -- So -- So -- So
-- -- -- -- -- -- -- -- -- --
-- -- -- -- -- -- -- -- -- --
Ka -- -- -- -- -- -- -- -- --
Ko Ka -- -- -- FS FS FS FS FS
Ho Ko Ka -- -- -- -- AW -- --
Ga Ho Ko Ka -- JG GG SG SN La

Ro - rook
Kn - Knight
Bi - bishop
Ki - king
Qu - queen
Pa - pawn
Ge - Xiang-qi king (general)
Ad - advisor
El - elephant
XN - Xiang-qi knight
Ch - chariot
Ca - cannon
So - Xiang-qi pawn (soldier)
Ka - Gala pawn (kampa)
Ko - Gala rook (korna)
Ho - Gala bishop (horsa)
Ga - Gala king (Gala)
FS - Shogi pawn (foot soldier)
AW - angle walker (not in front of knight, so cannon can't capture it on
first turn)
JG - Shogi king (Jewelled general)
GG - gold general
SG - silver general
SN - Shogi knight
La - lance.
Palace is 3x3 area with queen and advisor in corners. Shogi promotion zone
is last 3 ranks. Chess pawns can make double or triple step, no en-passant.
