Is it a draw when both players have a king and a queen left and no
other piceses. me and my friend were playing and this happened. It seemed
that the only way you could take the other persons queen is if they made a
bad move. But if they payed attention they would not have lost it and the
game would just go on forever.

It isn't automatically a draw, but it is a situation where it may be
reasonable for both players to agree to a draw.
